KNOWLEDGE AND SKILL REQUIREMENTS
The Project Manager should have demonstrated ability in partnering with the business and technical counterparts in the planning, negotiation, development, installation, testing, and maintenance of high-quality, effective technology applications. The Project Manager also must possess strong planning, coordination, people management, communication, and influence skills. Expected competencies and behavioral examples include the following:
• Analysis and Decision Making – Models clear, analytical thinking and sound judgement; recognizes when sufficient data has been collected; coaches others to anticipate outcomes of various options and make timely decisions.
• Business Perspective – Maintains a strong understanding of customer's business processes and objectives; communicates the direction of the IT project work stream and how it aligns to business objectives; uses industry information and understanding of key trends to make decisions and create solutions
• Customer Focus – Solicits and uses customer feedback to improve product delivery and services; maintains open, candid communications and consistent follow-through with customers
• Improvement and Innovation – Demonstrates creative thinking and willingness to support new/improved approaches
• Influence – Demonstrates strong oral and written communication skills through clear, effective presentations, proposals, and routine communication; demonstrates good interpersonal and negotiation skills
• Project Management – Demonstrate strong project management skills and exercises project management techniques; understands and utilities approved project management methodologies and supporting tools, including application integration solutions based on business requirements.
Manage multiple independent development/configuration efforts utilizing iterative development techniques.
• Results – Sets high standards for performance, meeting and striving to exceed objectives; proactively removes barriers to the work group's performance. Manages a broad set of dependencies while maintaining the focus on the objectives of the project.
• Skills Development – Accepts and provides useful coaching feedback to assist development of self and others
• Team Contribution – Demonstrates strong leadership skills, decisiveness, and imparts confidence in others; works to build supportive relationships and eliminate unproductive conflict
• Technical Expertise – Demonstrates strong technical proficiency in particular area(s) and requisite technical knowledge to manage the assigned team; integrates technical expertise with business skills to achieve results. Full life cycle implementation experience. Experience troubleshooting and managing application issues. Experience producing a project charter, scope statement, and risk management plan. Ability to understand and evaluate technical issues to prioritize and present to executive leadership as appropriate.
ADDITIONAL DESIRABLE REQUIREMENTS
• Experience managing projects for services using SOA methodologies and principles. Ability to differentiate between managing a project with SOA and one without.
• Develop and/or utilize a requirements gathering process across many different process points. Providing a QA process that accounts for the broader interface connections between the myriad of services. Orchestrating delivery and impact of individual component delays to the broader release.
• Understands project deliverables involving SQL and developing databases to support integrations
• Experience managing projects utilizing modeling software solutions with UML
• Experience managing projects with data analysis, design (modeling), and database development.
• Familiarity with web services standards, technologies and tools (e.g.,XML, SOAP, WSDL, UDDI, etc.) is a plus.
• Familiarity with WS policy-standards, especially security-related standards is a plus.
